As CEO, he provides strategic direction for the company and oversees key areas of the organization, including construction operations, engineering, finance, procurement, human resources, quality, health, safety and environmental management (QHSE), and business development. He is responsible for driving corporate strategy, organizational performance, project delivery, sustainable growth, and strategic partnerships.

Under his leadership, Mr. Shars provides executive oversight of FADECA’s business operations and strategic development. His responsibilities include leading the company’s participation in infrastructure opportunities, supporting bidding and contract negotiations, overseeing project execution, strengthening corporate governance, and ensuring compliance with organizational, procurement, and financial policies.

He also represents FADECA in engagements with government ministries and agencies, development partners, financial institutions, donors, contractors, suppliers, and other strategic stakeholders.
